Supplies:
Tube of choice
ForumStylemask23 Seamless
by Lithium Flower Creations
Blog

Plugins:
Mura's Meister Copies
Eyecandy 4000 Gradient Glow

Open a 600x250 new image.
Open up your tube of choice.

Fill your new image with black
or a dark color of choice.

Add a new raster layer to the image.
Fill with another color of choice.

Apply the forum mask of choice.
Merge group.

Paste your tube as a new layer.
Position to side of the tag as wanted.
I positioned my tube to the right side
of the tag.

Duplicate the tube once.
On the bottom tube layer,
apply Mura's Meister copies
wallpaper rotate.

On your layer palette, change the
blend mode on the wallpaper layer to
soft light.
Lower the opacity to about 65.

My tube of choice has an additional
tube which comes with it on another layer.
If yours doesn't simply use a different tube
by same artist.

Okay resize your 2nd tube 50% or as needed.
Paste across from the 1st tube.

Add a new raster layer to the top of the tag.
Fill with same color for the mask layer.
Select this layer with your magic wand.

Selections modify contract by 3
Press delete.
Select none.
Adjust add noise
uniform 25

Eyecandy 4000 Gradient Glow
Fat Glow width 3
to the new border layer you just created.

Add wordart of choice to the tag.
Convert to raster if needed.
Add a drop shadow to the text.
2,2,50,5 Black

Merge layers together.
Add copyright info & name.
Save as png or jpeg.
