Supplies:
Tube of choice
Photo of choice
Scrap of choice.
I’m using a kit called American Honey
by Pimp'd Designz
It is available at Pimp My Tags
with Scraps
Here

Open a 600x600 new image.
Open your photo & scrap supplies.

Choose a frame of choice.
Resize 75%
Paste as a new layer.
Free rotate - left -25
Add a drop shadow 2,2,50,5 black

Click inside the frame with magic wand
Selections modify expand by 5
Paste photo of choice.
Selections invert & press delete.
Select none.
Move the photo under frame layer.

Open a leaf branch element.
Resize 40%
Paste on right side of the frame.

Open a tall grass element.
Resize 50% mirror.
Arrange on the right side of the frame.
You want the grass on top of the leaf branch
element.

Select your eraser tool.
Erase the parts of the grass & leaf branch
showing on bottom part of the frame.

Open a heart doodle.
Resize 50%
Position on the tag on top
of the grass & branch layers.

Open a flower element.
Resize 50%
Position on the frame at the bottom
by the grass branch elements.

Duplicate the flower twice.
Move the two copy flower layers to
a top corner of the frame.
You want to arrange them side by side
overlapping just slightly.

Open flower petals.
Paste on the bottom layer of the tag.
Arrange the petals so that some
appear at the top & bottom of the frame.

Open a ribbon bow.
Paste as a new layer.
Arrange on the tag on the left bottom corner.
Lower the opacity around 50%

Using your eraser tool again,
erase the parts of the ribbon that are past
the frame. Once done, move the opacity
to 100 again. By lowering the opciaty,
it helps you to see where to erase the
ribbon.

Open your tube of choice & paste as
a new layer.Arrange as wanted on the tag.
Add a drop shadow to the tube.

Add wordart to the tag of choice.
I did my own saying for the tag.

Merge layers visible
Resize 88%
Add copyright info & name.
Save as png.
